ENSCO s Contracts and Procurement (C&P) Division manages all aspects of the Company s contracts, subcontracts and vendor agreements, proposal preparation and submission, and risk management for the performance of research and development, systems integration, technical services, and the delivery of software and hardware. ENSCO s C&P Division is also responsible for the management and placement of the corporation s insurance policies (to include its domestic and international subsidiaries) and contract specific insurances. As a critical position to the Division s and Company s successful performance, the Contracts Manager shall perform the following responsibilities in support of the Company s, Mission Systems Group (MSG) which supports primarily Government (DoD and Federal) contracts.



Perform Contracts Administration tasks to include:
  • Review and evaluate requests for proposal or changes to contracts.
  • Ensure compliance with applicable laws, regulations, policies and procedures, such as the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation (DFARS).
  • Suggest alternative approaches to mitigate risk including revisions to contractual language and proposal pricing strategies.
  • Assist the Contracts Director with preparing, reviewing and modifying contracts in compliance with Company policies and procedures.
  • Work directly with the capture management team to develop the proposal response (management and cost supporting information), review with senior management, and obtain necessary approvals.
  • Maintain excellent working relationships with customers and internal company functional groups.
  • Coordinate and interface with internal Contract and Program Management personnel, and Customer personnel on matters of a business and contractual nature, such as monitoring payment milestones, addressing performance and/or funding issues.
  • Maintain contractual documentation and file set-up information.
  • Ensure compliance with company policies and procedures.
  • Perform all other position related duties as assigned or requested.

  • Working knowledge of U.S. Export Control Regulations and Procedures, Working experience with Contract Management System
  • Certification in Contract Management (CPCM, CFCM or equivalent) a plus!

Qualifications Required (Skills)
Qualifications Required (Skills) :
Bachelor s Degree preferred or equivalent.
7+ years of related work experience.
Broad knowledge of U.S. Federal Acquisition Regulations to include the DFAR.
Broad knowledge of different contract, solicitation and agreement types (such as FFP, Cost Reimbursement, Time and Materials), ID/IQ, BAAs, Teaming Agreements and Proprietary Information Agreements.
Direct responsibility for the administration of contracts in support of U.S. Department of Defense and Federal agency programs.
Broad knowledge of U.S. Government acquisition terms and principles relating to for example Limitation of cost/Funds, Government Property Management, and Data Rights.
Direct responsibility for the preparation and submittal of proposals to include review of U.S. Government solicitations to ensure company compliance, preparation of certifications, development of proposal pricing/costing, and directly interfacing with U.S. Government counterparts.
Excellent analytical, problem-solving and decision making skills.
Proficiency in Microsoft Office suite (Outlook, Word, Excel)
Position may oversee 3-4 staff members
Division Description
The Contracts and Procurement Division manages all aspects of the company s contracts, proposal preparation/submission efforts, and procurement of supplies and services. The Division negotiates, awards, and administers contracts and subcontracts, including responding to and pricing proposals, monitoring contract/subcontractor performance, and managing change orders. The Division is also responsible for establishing and implementing Government Property Management, Export Control, and Procurement Policies and Procedures. The Division is also responsible for establishing and administering Company s Corporate and Contractual Insurance policies.
